Workforce is a Critical Infrastructure: Strengthening the Defenders

The resilience of critical infrastructure and security of the nation is not dependent on any singular technology, nor are any sectors immune from adversarial compromise. Attacks are repelled due to the underappreciated actions of the cyber workforce, and we should consider that our popular understanding of the status quo may be inverted.

The cyber workforce is not a tool or resource deployed across each sector. The workforce is critical infrastructure, and in their absence, all other sectors would collapse.
