This GAO report examines the stalled implementation of the Technology Business Management (TBM) framework—a standardized approach to categorizing and reporting IT costs. Despite years of effort, most agencies lack clear plans and reliable cost allocation methods, with only a few fully adopting the taxonomy. GAO warns that without decisive action from OMB to prioritize or terminate TBM, agencies risk wasting resources and missing opportunities for transparency and efficiency.
