Federal legislation and mandates have made modernizing applications and data management processes a top priority for government agencies. Legacy management systems don’t have the capability needed to engage with the public through the required, more modern, digital channels. These legacy systems are also challenged with the growing stores of data that agencies create and use, as well as the need to keep data transparent and discoverable through modern tools and analytics. The infrastructure that was once standard a decade ago is now becoming unsupported and obsolete, requiring organizations to move to modern platforms and applications that support these new frameworks.
This growing requirement to modernize agency applications and systems creates change management challenges for IT groups. The breadth and depth of data, and the way it changes and interconnects between applications, creates interdependencies that must be mapped and managed to avoid unintended consequences. Agencies must identify and capture the impacts of all modernization changes to avoid catastrophic impacts. An agency needs to understand how its data is generated, how it is stored and managed, and how the data is expected to be used in the future.
