Military Discharge: Actions Needed to Help Ensure Consistent and Timely Upgrade Decisions

Veterans seeking to upgrade their military discharge status often face inconsistent decisions depending on their branch of service. Although the Department of Defense requires “liberal consideration” for cases involving PTSD, sexual trauma, or brain injury, GAO found that boards interpret and apply this guidance unevenly. Some branches accept VA documentation and personal testimony as sufficient evidence—others do not. Delays, unclear communication, and missing records further complicate the process, raising concerns about fairness and transparency in accessing veterans’ benefits.
