Implementation Memorandum for Permanent Change of Station Joint Task Force

The Department of Defense has established a Permanent Change of Station Joint Task Force (PCS JTF) to rapidly improve the Defense Personal Property Program. Major General Lance G. Curtis will lead the task force, empowered to approve short-term solutions and propose long-term policy reforms. The initiative aims to enhance support for military personnel and families during relocations by streamlining reimbursements and service standards. A strategic reform plan is expected by September 2025 to reshape how household goods moves are managed across the military.
