The Foster Youth to Independence (FYI) Initiative, launched in 2019, provides crucial Housing Choice Voucher (HCV) assistance to young people with a history in foster care who are currently homeless or at risk. By partnering with local public child welfare agencies, public housing authorities can issue these vouchers, which come with up to 36 months of assistance and a network of supportive services to help youth gain self-sufficiency. This report explores the on-the-ground experiences of implementing this first-of-its-kind, on-demand program through insights from interviews with those administering it, offering a snapshot of its impact and evolution over its initial years.
