Executive Order 14351: The Gold Card

This executive order establishes the “Gold Card” visa program, designed to attract foreign entrepreneurs and investors who make a substantial financial gift to the United States. Individuals contributing $1 million—or corporations donating $2 million on their behalf—can qualify for expedited immigrant visa consideration. The Departments of Commerce, State, and Homeland Security will coordinate to implement application processes, fees, and status transfer rules within 90 days. Funds collected will support U.S. industry and commerce initiatives through the Department of the Treasury.
