As digital transformation reshapes how people live, work, and learn, education systems are being challenged to support learning across an entire lifetime. This OECD report examines how countries are strengthening lifelong learning at critical moments—from early childhood to mid-career and beyond—when policy action can have the greatest impact. Drawing on evidence from more than 35 education systems, it highlights strategies that build learner motivation, skills, and access to opportunity. The analysis offers a comparative look at how education policy can adapt to changing social, economic, and technological realities.
