In 2020, a House subcommittee concluded a 16-month investigation into the market power of four of the largest platform operators: Facebook, Google, Amazon, and Apple. The inquiry resulted in a 450-page report recommending a range of measures to address the allegedly anticompetitive conduct of these “Big Tech” firms. While the subcommittee’s report prompted a range of proposals, attention has turned to bills targeting discriminatory conduct by the tech giants. The American Innovation and Choice Online Act (AICOA) would prohibit Big Tech platforms from favoring their own products and services in various ways.
