Strengthening Customs Enforcement

Executive Order 14411 directs comprehensive reforms to strengthen U.S. customs enforcement, protect national security and support lawful trade. The order requires enhanced eligibility, bonding, disclosure and vetting standards for importers of record, with additional restrictions for foreign importers. It calls for stronger supply-chain documentation, annual transparency reporting, increased audits and tougher penalties for forced labor, undervaluation, misclassification and illegal transshipment violations. The order also directs faster seizure and disposal of noncompliant goods, updated importer risk tiers and legislative recommendations to modernize customs enforcement.
