Sequencing Zero Trust

This white paper explores how federal agencies can successfully implement Zero Trust by focusing on sequencing and dependencies across the DoD framework. While most guidance outlines what to deploy, this report emphasizes the order of implementation to avoid costly rework, delays, and security gaps. FRC introduces dependency-driven sequence diagrams spanning seven Zero Trust pillars, revealing how activities must align across identity, devices, data, networking, and analytics. With 91 Target Level requirements due by FY2027 and Advanced Level by FY2032, agencies gain actionable insights to prioritize investments, coordinate cross-pillar efforts, and accelerate compliance while strengthening overall cybersecurity posture.
