Behavioral Threat Assessment and Management (BTAM) is a structured, community-based strategy for identifying and addressing early warning signs of potential violence. Led by the DHS Center for Prevention Programs and Partnerships (CP3), BTAM emphasizes collaboration across sectors—including law enforcement, mental health professionals, and educators—to manage risk and connect individuals to needed resources. Using a public health-informed approach, BTAM supports prevention by building protective factors and reducing vulnerabilities. CP3 advances this model by offering grants, technical assistance, and resources to help communities develop tailored threat assessment programs.
