National Nuclear Security Administration: Fully Incorporating Leading Practices for Agency Reform Would Benefit Enhanced Mission Delivery Initiative

The National Nuclear Security Administration (NNSA) is managing its largest workload since the Cold War, overseeing a $200 billion nuclear weapons modernization effort. To address operational challenges, the agency launched the Enhanced Mission Delivery Initiative, developing 15 reforms aimed at improving efficiency, workforce retention, and program management. While progress has been made, GAO found that some key reforms lack formal goals and monitoring processes, which could impact their effectiveness. Ensuring strong oversight and continuous improvement will be critical as NNSA moves forward with this high-stakes modernization mission.
