Increasing Public Trust in Artificial Intelligence Through Unbiased AI Principles

OMB Memorandum M-26-04 provides federal guidance on implementing “Unbiased AI Principles” to ensure trustworthy artificial intelligence use across government. Building on Executive Order 14319, the memo establishes two core requirements for large language models: truth-seeking and ideological neutrality. Agencies must incorporate these principles into AI procurement, contracts, and governance processes, including requirements for vendor transparency, documentation, and user feedback mechanisms. The guidance emphasizes accountability, risk management, and ongoing evaluation to ensure AI systems produce accurate, objective, and nonpartisan outputs.
