Enhanced Data Matching Could Help Prevent Duplicate Benefits and Yield Substantial Savings

This GAO report uncovers how individuals received duplicate Medicaid, CHIP, or APTC benefits across multiple states, resulting in more than $1.6 billion in potential overpayments in FY2023. Weak data matching, inconsistent state practices, and limited cross-state information sharing allowed nearly 500,000 people to stay enrolled in overlapping programs. Pandemic-era policies further strained verification systems, making it even harder for states to detect improper coverage. GAO urges stronger identity verification, mandatory data submissions, and enhanced oversight to reduce fraud, waste, and financial risk.
