Continuing Threat from Organized Groups Since COVID-19

In an era where ransomware attacks can disrupt city services and endanger public safety, preparedness is critical. This GAO report assesses how selected U.S. cities are planning for and responding to ransomware incidents, with a focus on cyber incident response and recovery planning. While most cities have taken key steps—like implementing playbooks and tabletop exercises—gaps remain in coordination and resilience strategies. The findings provide a candid snapshot of the challenges local governments face in keeping pace with an increasingly complex cyber threat landscape.
