Eyes Up: Reframing Risk Dialogue for Improved Decision-Making

Effective military decision-making requires more than identifying battlefield threats. This U.S. Army Military Review article introduces an “eyes-up” approach to risk assessment that connects threats, available capabilities, and desired operational outcomes. It explains how commanders can improve risk dialogue, distinguish risks to mission from risks to force, and identify opportunities that support mission success. Drawing on tactical scenarios and military doctrine, the article presents practical methods for communicating risk, evaluating mitigation strategies, and aligning resources across command levels. The framework helps military leaders strengthen shared understanding, improve operational planning, and make informed decisions under pressure.
