Monitoring of Exports with Dual Military and Civilian Uses as of 2025

The GAO reviewed the Export-Import Bank’s (EXIM) monitoring of exports with both civilian and military applications, known as dual-use items. As of August 2025, EXIM was not monitoring any such transactions because its last active case—two satellites financed for Mexico in 2012—was fully repaid in January 2025. EXIM also did not approve or finance any new dual-use projects in fiscal year 2024, continuing a long pause on new approvals since 2012. This underscores how EXIM’s dual-use authority remains in place but has seen little recent activity.
