Executive Order 14418 directs Federal agencies to restrict recognition of U.S. citizenship for certain individuals born in the United States when neither parent is a U.S. citizen. The order identifies categories involving alien enemies, certain foreign government employees, commercial transactions or fraudulent activity intended to obtain birthright citizenship, and births in U.S. territories or territorial waters where citizenship is not conferred by Federal statute.
The order directs the Departments of State, Justice, and Homeland Security, along with the Social Security Administration, to align their regulations and policies with these requirements. It also requires all executive departments and agencies to issue public implementation guidance within 30 days.
