Executive Order 14378 continues the Federal Emergency Management Agency (FEMA) Review Council, originally established in January 2025, through March 25, 2026. The Order designates the Secretary of Homeland Security to perform the President’s functions under the Federal Advisory Committee Act related to the Council. By extending the Council’s mandate, the Administration reinforces ongoing evaluation and oversight of FEMA’s structure, policies, and disaster response capabilities. The Order supports continued review aimed at strengthening national emergency preparedness, coordination, and resilience.
