FY2024 marks the 21th annual appropriations cycle with a Department of Homeland Security (DHS) appropriations measure. In six of the first seven years of its existence, the annual appropriations measure for DHS was enacted within a month of the beginning of the fiscal year it covered.
Since FY2010, no annual DHS appropriations measure was enacted before two months of the fiscal year it covered had passed, and in ten of those thirteen years, three months had passed before DHS annual appropriations were enacted. Lapses in annual appropriations for the department lasting more than a week have occurred twice in this period when continuing appropriations were not provided.
