Decreasing Housing Costs for the American People

Executive Order 14438 directs federal housing agencies to pursue lower homeownership costs through mortgage insurance changes, manufactured housing reforms, and refinancing measures. For housing officials, lenders, and policymakers, it establishes a Task Force on Manufactured Housing Innovation with recommendations due within 180 days.

Readers will learn how the order proposes automated property valuations to identify borrowers eligible for mortgage insurance cancellation, nationwide title-risk review for eligible refinances, and standardized factory-built housing approvals. It also directs Agriculture and Veterans Affairs to reduce rates on their direct single-family home loans, subject to law and appropriations. The White House order requires that “cost savings resulting from the program be passed through to borrowers” and calls for fewer unnecessary documentation requirements.
