Public sector CIOs are not only under pressure to maintain budgets and empower staff across agencies with appropriate technology. They must also operate in a world where data of various levels of sensitivity must be securely stored and shared among those very staffers. Across agencies, within agencies, and even between peers, the need to empower data users while also protecting the contents of the data has CIOs in need of a path to safe, secure, broad, yet controlled, access. This challenge of appropriate data management is often referred to as data governance. The Data Governance Institute defines it as, “a system of decision rights and accountabilities for information-related processes, executed according to agreed upon models which describe who can take what actions with what information and under what circumstances, using what methods.”
