Anthropic Mythos and the Authority to Execute

This white paper examines the security implications of Anthropic’s Claude Mythos cyber capabilities and argues that trusted access, model safeguards, and defensive intent alone cannot authorize consequential cyber actions. Hypsos Systems explores how advanced AI agents capable of discovering vulnerabilities, generating exploits, and performing autonomous cyber operations require an independent execution authority beyond model-level controls. Drawing on public information from Anthropic, the UK AI Security Institute, NIST, Reuters, and Bloomberg, the paper distinguishes access control from execution authority and proposes an external authorization boundary that evaluates every cyber action before it reaches protected systems. The paper concludes that secure AI deployment requires binding, independently verifiable authorization at the point of execution.
