Aircraft Noise: Military Helicopter Operators Should Improve Outreach to Affected Communities in the D.C. Area

This GAO report examines helicopter noise in the Washington, D.C. area, where military, law enforcement, and medical operators conduct over 30,000 flights annually. While agencies have taken steps to reduce noise—such as using designated routes and flight simulators—military operators have not consistently engaged with affected communities. The report finds that most military flight hours are dedicated to training, and recent airspace changes may expose new neighborhoods to increased noise. Although drones and emerging aircraft technologies currently have minimal impact, the GAO emphasizes the need for continuous community outreach. It recommends that DOD and DHS develop coordinated strategies to improve transparency, communication, and public trust.
