Executive Order 14380: Addressing Threats to the United States by the Government of Cuba

Executive Order 14380 declares a national emergency in response to actions by the Government of Cuba deemed a threat to U.S. national security and foreign policy. The Order cites Cuba’s support for hostile nations and transnational terrorist organizations, intelligence cooperation with adversaries, and regional destabilization activities. It authorizes additional tariffs on countries that directly or indirectly provide oil to Cuba and delegates enforcement authority to the Secretaries of Commerce and State. The Order establishes monitoring, reporting, and modification mechanisms to address evolving threats.
