U.S. Federal Research and Development Infrastructure

The United States has a rich history of investing heavily in its Science and Technology (S&T) enterprise, its S&T workforce, including laboratories, specialized facilities, and equipment. This report focuses on the Act’s charge to address the growing deficiencies at federal and national laboratories. This report provides an overview of those deficiencies and (short of additional appropriations) makes suggestions about practices that could be more widely adopted throughout government agencies.
