Strategy for Countering Weapons of Mass Destruction

This strategy identifies the need to account for weapons of mass destruction (WMD) threats holistically to prevent, mitigate, withstand, operate through, and recover from WMD attacks.

Recognizing that different actors and WMD capabilities pose distinct challenges, the Strategy outlines a strategic approach that requires tailored means, investments, and actions to address actors and threats of concern. The means underpin the Department’s methods for achieving the Strategy’s priorities.
