Cyber Diplomacy: State’s Efforts Aim to Support U.S. Interests and Elevate Priorities

The James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 includes a provision for the Government Accountability Office to review U.S. diplomatic efforts to advance interests in cyberspace and other related matters.

This report examines, among other things, activities the Department of State is undertaking to advance U.S. interests regarding cyberspace, including the use of international agreements and fora, and the extent to which organizational changes have helped position or presented challenges for the Department of State to achieve its cyber diplomacy goals.
