The Department of Defense (DOD) recognizes the value that diversity brings to the joint force. This paper discusses how gender inclusion comes with both tangible and intangible costs. Decision-makers must pay these costs now, break down barriers for women, and ensure the development of experienced diverse leaders for the future. The various expenses associated with gender inclusion span items as obvious as funding a study to less apparent costs such as labor force hours spent on berthing or lodging arrangement plans and decisions.
The submarine gender integration strategy makes clear that planning and adequate resources can make available key assignments for female service members. Establishing considered, intentional plans for gender inclusivity, and following the recommendations outlined herein will help DOD ensure equal opportunity for female service members. As DOD continues to implement changes, commit resources, and realize gender inclusivity, it will eventually reap the benefits of a diverse and inclusive joint force.
