The Workforce Opportunities and Innovation Act (WIOA; P.L. 113-128), was signed into law in July 2014 to strengthen cooperation between government workforce development and associated programs. This study describes the WIOA Title I state formula program’s structure, services, allocation methods, and performance accountability. This paper also provides an overview of national funding programs and a summary of the Employment Service (ES), which is an integral part of the One-Stop system established under WIOA.
