Methodology for Assessing Regional Infrastructure Resilience

The methodology described in this white paper reflects countless lessons that CISA learned through the Regional Resiliency Assessment Program, but its application is intended to bolster capabilities of disparate organizations, communities, and regions to analyze, understand, and improve the resilience of critical infrastructure systems nationwide.

Part 1 focuses on defining the foundational concepts of resilience. Part 2 identifies core elements of a general, scalable methodology for assessing the resilience of critical infrastructure, defining key processes and analytical techniques that can contributed to successful efforts. Together, the contents provide a roadmap that stakeholders—including federal and state, local, tribal, and territorial governments, and private sector owners and operators—can apply to their own needs.
